JAMES W. SPENCER,

Representative from the Second District of Tuscola county, was born In Dutchess county, N. Y., October 8, 1827, and spent his early years upon a farm. In 1849 he removed to the State of Pennsylvania and remained there until 1881, at which time he came to the township of Indian Fields and has continuously resided in that township since then. In his early years Mr. Spencer was a Whig, and living as he did in the Wilmot district, it is natural that he should have been a Freesoiler, and in 1854 he was a delegate to the first convention in the State of Pennsylvania which voiced the sentiments of what was after the Republican party, and of which he has been an earnest member ever since its organization. He was continuously Supervisor from 1862 to 1866, and in all has been Supervisor nine times, and for two years he was chairman of the Board. Three times he has been township treasurer, twice village president and frequently a member of the common council. From 1872 to 1876 he was register of deeds and was one of the officials who first occupied the court house. He was engaged in mercantile life from 1866 to 1870, but during most of the time during his residence in Michigan he has been engaged in farming and dealing in real estate. Mr. Spencer was elected Representative for 1887-8 by a vote of 1,474 to 1,231 for Sylvester Ale, and 161 for Anson G. Birney, Prohibitionist.
